Description

The film is set in the fictional Latin American country of Guadian­a, which has embarked on a path of socialist development. The United States conducts covert operations to overthrow the revolutionary government by deploying a secret climate-weapon base in a neighbouring state, leading to devastating hurricanes hitting Guadian­a. A Soviet meteorologist, Saïd Hodjaev, arrives to investigate the cause of these destructive storms, only to uncover espionage, sabotage and ideological warfare.
